PARAPHRASE TELEGRAM from the Governor of Hong Kong to the Secretary of State for the Colonies.

12th September. Situation in China. Your telegram of 10th September duly received. In my opinion it is highly important that we should show clearly that we have no feelings of hostility towards China but only towards Bolshevist Government in Canton and my view is that Peking Government should be called on to compel Canton Govern- ment to put an end to their anti-British activities and
should be offered by His Majesty's Government forthis purpose assistance both in money and material. The ir
intention to compass the ruin of Hong Kong has been openly
and consistently proclaimed by the rebel Government of Canton and the Peking Government could justifiably be given our support in any measures taken against them. A better use for Boxer Indemnity funds could hardly be suggested.
My second point is that it is essential to cut.
off Russian supply of arms to Canton. Failing this no substantial measure of success can be expected to attend
the efforts of the various Chinese parties which are concerting measures against the Bolshevist régime. Ås
a first step towards cutting off the supply I suggest that His Majesty's Government should induce Central Government
at Peking to prohibit importation of arms ammunition etc
other than to their nominees after which steps could be
taken to stop Russian ships at mouth of Canton river. For this purpose permission should be given to Central
Government. to use Hong Kong as a naval base and we should
provide armed launches to fly their flag and otherwise
